Since some dealers do not have much knowledge of these programs in general, I don't know how good of a job they have done relaying this message. It sounds like the MVA sent a message to dealers at the end of November.

    From the Maryland MVA website:

Please be advised, effective immediately the $3 million funding authorized by the legislation for the Plug-In Electric Vehicle Excise Tax Credit for fiscal year 2019 are depleted.
We are currently processing applications that have already been received that will utilize the remaining funding. Applications will be processed in the order they were received. Once all funds are exhausted, no additional refunds will be issued until July 1, 2019 (fiscal year 2020) when additional funds become available.

Looks like if you purchase now you'll have to wait until at least July to get your check. We got our Clarity in mid-October and submitted the application in late-October once we got the title number. Still no check yet, but hopefully we'll be seeing it soon. We got our HOV sticker a couple weeks ago and mailed both applications on the same day.

Looks like we got in just in time. We bought our Clarity at the beginning of November and put the application for both the $1,700 refund and the HOV sticker in a couple weeks later. Still haven't seen either but judging from your experience it seems like we may get the HOV sticker soon.
