I have had the 12 v battery drain when I used the Acc mode and had to jump the car. I understand that. What I don't understand is this morning I got up and unplugged my car from the 240 v charger and the car was at FULL CHARGE (100%) but the 12 v battery was so low the car would not start. Why if I'm plugged in is the 12 v not fully charged?

12v battery may have been damaged by previous deep discharge. I’d replace it.

From many posts, it appears that the 12 V battery is only charged when the car is on, not off or ACC.
A single deep discharge while not good for the battery is not likely to kill it. Take it to most any auto parts store and they will test the battery for free Ana then you’ll know.
